“Tell America About Kings Point and the U.S. Merchant Marine!" The United States Merchant Marine Academy represents Federal involvement in efficient and standardized maritime training, which is more than a century old. Congress passed the landmark Merchant Marine Act in 1936, and two years later, the U.S. Merchant Marine Cadet Corps was established. The Academy was dedicated on September 30, 1943, by President Franklin D. Roosevelt, who noted that "the Academy serves the Merchant Marine as West Point serves the Army and Annapolis the Navy." World War II required the Academy to forego normal operation and devote all of its resources toward meeting the emergency need for merchant marine officers. Midshipmen served at sea in combat zones the world over. One hundred and forty-two midshipmen gave their lives in service to their country. By war's end, the Academy had graduated 6,634 officers. Due to the service of Midshipmen in every major conflict the country has been involved in since World War II, the regiment is privileged to carry a regimental battle standard. The Merchant Marine Academy is the only Federal Service Academy granted the right to do so, and the standard is carried with the colors at all times. Campaign ribbons from all the conflicts Midshipmen have taken part in help to dress the battle standard, and bring honor to the academy and her midshipmen.

The Academy has since grown in stature and has become one of the world's foremost institutions in the field of maritime education. During the Persian Gulf Wars, both Academy graduates and midshipmen played key roles in the massive sealift of military supplies to the Middle East. While the Academy's curriculum has changed dramatically since 1943 to reflect the technological advances of America's merchant marine, the institution has maintained its unswerving commitment to quality education and excellence among its midshipmen. The United States is a maritime nation. U.S. companies own, register and operate, a variety of vessels under the American flag, which comprise the U.S. merchant marine. This fleet of highly productive ships is a major part of our system of commerce, helping guarantee our access to foreign markets for sale of our manufactured goods. Moreover, in time of war or national emergency, the U.S. merchant marine becomes vital to national security as a "fourth arm of defense." Our merchant ships bear the brunt of delivering military supplies overseas to our forces and allies. The stark lessons of twentieth century conflict prove that a strong merchant marine is an essential part of American seapower. The nation's economic and security needs met by the U.S. merchant marine are compelling. Today, the United States imports approximately 85 percent of some 77 strategic commodities critical to America's industry and defense. Although we, as a nation, account for only six percent of the world population, we purchase nearly a third of the world's output of raw materials. Ninety-nine percent of these materials are transported by merchant vessels. The most important element in a productive merchant fleet and a strong transportation industry is people - men and women who are intelligent, dedicated, well-educated and competent. The purpose of the U.S. Merchant Marine Academy is to ensure that such people are available to the nation as shipboard officers and as leaders in the transportation field who will meet the challenges of the present and the future. About the USMMA FY2013 Budget Request…. February 13, 2012 A Conference Call - KP Alumni Chapter Presidents - USDOT FY 2013 Budget Briefing – was hosted by Maritime Administrator David Matsuda on 021412. Each of our 126 Chapter Presidents, located worldwide, are the democratically elected representatives of our KP Alumni membership. It is important that all KP Alumni are represented. This USDOT FY 2013 Budget Briefing was presented by U.S. Department of Transportation officials, including Assistant Secretary/Chief Financial Officer Chris Bertram, Maritime Administrator David Matsuda and Acting USMMA Superintendent Shashi Kumar. The officials provided highlights of the budget and answers questions posed by our members. Maritime Administrator Matsuda stated that this Conference Call was the first in a series of Communications outreach efforts, regarding USMMA and MARAD funding, requested in President Obama's FY 2013 Budget, sent to Congress on 021312. For FY 2013 the President’s Budget request for the United States Merchant Marine Academy (USMMA) is $77.3 million. This request includes $67.3 million for Academy Operations, a $5 million dollar net increase, offset by reductions in other MARAD operations in FY 2013. $10 million is requested for the Capital Improvement Program. In FY 2013, the Academy remains focused on prioritizing resource allocation, streamlining services, while maintaining a sufficient base to support mission-essential areas. The FY 2013 investments will allow the Academy to effectively achieve its core responsibilities of providing the highest caliber of academic study with state of the art learning facilities for the Nation’s future merchant marine officers and maritime transportation professionals. The Budget request for the Academy maintains continuity for priority areas including academics, facilities improvement and continuing progress in administrative areas. These resources will continue the improvements to midshipmen residential buildings and provide augmentation of the level of educational excellence.
